Cannot Charge For Call With DUCR Node. (Doc ID 2606340.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC or NCC) 12.0.2.0, when attempting to use a Direct Unit Charge Request (DUCR) node to send an Any Time Charge (ATC) request to the Voucher and Wallet Servers (VWS), an ACK is returned but no units are actually debited for the cost of the call.

There are no logged alarms and the only way to see if this may be a problem is from the VWS Event Data Record (EDR):

where the COSTS is NULL, but RATE and DURATION[_CHARGED]  are not NULL/0.

This can be reproduced by:

1. Adding a DUCR node to a Control Plan (CP)
2. Set CCS.ccsMacroNodes.DUCRDefaultAnswerTimeToCurrent to true
3. Restart the SLEE
4. Trigger the CP using any method desired

Depending on how the CP is triggered, it may be necessary to set up additional call context fields, for example, a B-Party number.

Due to this problem, calls charged using the DUCR node are free.
