Error "There was an internal error: null Handle returned{2}" When Creating a Real Outage Event on Device With No Customers (Doc ID 2606368.1)

Attempting to create a Restore Real Outage event occasionally results in the unhelpful message "There was an internal error: null Handle returned{2}".

The issue can be reproduced at will on an OPAL demo model with the following steps:
1. Launch Web Workspace.
2. Grab authority
3. Target to CAP_2433_1
4. From the main File menu, Select New > Event...
5. Select Restored Real Outage
6. Pick any valid Start and End dates
7. Press OK.

The system shows you the rather confusing message:
"There was an internal error: null Handle returned{2}"
