Symptoms


After applying the PSUAPR19 <Patch 29204678>, RIB does not start. All the deployments are in "PREPARED" state.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Shutdown all the RIB components (includes admin, managed servers and node manager).
2. Remove the existing patch.
3. Apply the patch U5I2.
4. Bring up all the RIB components.
