Bulk Reporting Filter Does Not Return All Configured Agencies (Doc ID 2606777.1)

Bulk Reporting Filter does not return all configured agencies
It appears that fewer destinations are available when filtering in bulk reporting screen.

Reports > Bulk Reporting
Click on Filter button to display "Select Destination" Webpage dialog box.
On Available Destinations only few destinations are displayed and sometimes changes.


There are at least 60 destinations configured in code list > reporting destinations. 

When filtering via Reports > Bulk Reporting > Filter, only 20 agencies are returned.
