'Product Transaction Error Message' Security Is Not Working (Doc ID 2607434.1)

On : 10.2.0.31 version, User Interface

ACTUAL BEHAVIOR
---------------
'Product Transaction Error Message' security is not working. In Product transaction security, override-able error (#GE01) is not allowed to override for given security group users. Updated product transaction security in Rules Palette and verified table 'AsAuthProductTransactionError' entries but OIPA let the user to override the errors for that given security group.
 

EXPECTED BEHAVIOR

override-able error security should be controlled in Product transaction security (AsAuthProductTransactionError).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Create a transaction with ValidateExpression rules
Have one error with OVERRIDABLE="Yes" .
In a security group for Product level transaction security, make that overrideable error as 'Override not allowed' .
Login with a user with that security group and try to override that error. It is letting the user to change, and it looks like a defect.

BUSINESS IMPACT

The issue has the following business impact:
Certain user has more access than defined, so some OIPA security groups & users cannot be delivered to productions.
