Up Charges Wrongly Applied On First Leg On Reprocessing Transfers With External Finishers (Doc ID 2607666.1)

Symptoms

When creating an Inter-company Reprocessing Transfer from WH1 --> External Finisher --> WH2 with up charges defined for 2nd leg, after integrating ASNOUT message for 1st leg, up charges are applied and recorded in tran_data for 1st leg.

Steps to Reproduce:
1. Identify pre-requisite data for test: External Finisher, Warehouses, PackItem with upcharges from E-W
2. Create Transfer (WH->Ext Finisher->WH). Notice the entries in TSFHEAD, TSFDETAIL, TSFDETAIL_CHRG are created.
3. Integrate ASNOut message for first leg transfer.
4. Notice, TC 29 is posted for LOC_TYPE=E which is receiving location for first leg.
