Offline Charging Request Arriving In ECE Within Delayed Billing Period Not Deducted From Available Balances

Symptoms
On an environment for which delayed billing is enabled in BRM (Billing and Revenue Management), an offline charging request arrives to ECE (Elastic Charging Engine) (from OC-OMC (Oracle Communications - Offline Mediation Controller)) within delayed billing time interval and is triggering partial billing.
Even though BRM gets notified and runs the cycle forwards and sends the balances updates to ECE, the triggering event and the events that arrive at the same time to ECE are rated as if the balances where not updated.
Events arriving later are correctly rated.
This results in all customers having always the first events of the monthly cycle being rated as out of bundle even though the customer has bundle available.
EXPECTED BEHAVIOR

These events should be deducted from available balances instead of being rated as out of bundle.
