E2B Reports Stuck At Transmit And Not Populating In Out Folder (Doc ID 2608266.1)

Symptoms

Users have generated a batch (E2B R2 format) of 25 cases for submission
Reports have generated per the "Generated" column on the Regulatory Report tab
Reports are stuck at Transmit step:
-- BULK ICSR TRANSMIT screen - Only the Transmit bulb is green
-- All other bulbs stay grey
The physical XML files are not being created in OUT folder of the ESM Server for this Reporting Destination
