Validity Time And Granted Service Units Are Not Getting As Per Default Quota (Doc ID 2608810.1)

Symptoms

It is observed that the Validity Time and Granted Service Units is sent way more than the default configuration.

Ex.: Current configuration is 30MB for Default quota and 5.5 hours for Validity time but User is getting 2.8GB (3083962281 bytes ) and Validity-time is sent as 8.22 hrs(29596 sec) to DiameterGateway.
