Cancelling "Held" Status Order Gives Error:"There Must Be One And Only One Person Identifier (Doc ID 2609329.1)

On :CCB 2.6.0.1.0 version, SM - Sales marketing

While cancelling "Held" status Order from Order Page it throws error:"There must be one and only one Person Identifier"
Actual problem is with OOB Cobol program: CIPCENIL.
Issue is coming only while Cancelling "Held" order from order page.
OOB Business Service "C1-OrderMaintenanceAdd" is allowing creation of order with 2 identifiers.

STEPS

The issue can be reproduced at will with the following steps:
1. Order Cancellation via UI (Order Page)
2. Person is having 2 identifiers, EI and UN where UN is primary.
3. Person is linked to Order which is in Held status.
4. Order Id is also linked to 2 person identifiers.
5. While Canceling the order from UI (which is in Held status), it gives error: “There must be one and only one Person Identifier for an Order”
