Reports are not getting scheduled when Auto Distribute is enabled in Reporting Rule (Doc ID 2610350.1)

Symptoms

Customer has enabled "Auto distribute reports" option for Reporting Rule under Argus Console.

However, the reports were not getting auto-scheduled even though the case was meeting the criteria of Reporting Rule.

The system has scheduled the reports once user manually click "Auto Schedule" button under Regulatory Report tab.
