Rerate Obj Is Not Populated for Cycle Event (Doc ID 2611044.1)

Symptoms

While running re-rating, the expected result is that the rerate_obj_ID0 and session_obj_ID0 should be populated for re-rated events. However, it did not happen.

Steps to reproduce the corrective issue:

1. Set Pin Virtual Time (PVT) to September month
    a. Create Non SuBordinate Account (NSBA) and SuBordinate Account (SBA)
    b. Purchase subscription (advance) ($1000) with grants (1200) and paygo ($4/unit) charge offers on SBA with effective of October 1st.
2. Set PVT to October month
    a. Load usage 1400 units
    b. Process billing
    c. Process invoicing
3. Set PVT to November month
    a. Process billing
    b. Process invoicing
4. Set PVT to December month
    a. Process billing
    b. Process invoicing
5. Set PVT to January month
    a. Process change order
    b. Modify subscription = $1500
    c. Modify grants (adv) = 1400
    d. Paygo  ($10/unit)
    e. Process pin_rerate
    f. Generate corrective billing invoicing
