Symptoms

On RMB v2.8.0.0.0, Missing base error message (13000,191).

Inbound message processing is stuck due to an exception encountered. Logs do not show the exception, because the base error message being thrown is not available in the system.

Error message: "Application error encountered: Message Category/Message Number 13,000 not found."

Upon checking the logs, the message missing is actually 13000,190.
