Order HTS and Order Expenses Tasks Do Not Show Four Decimal Places (Doc ID 2612613.1)

When you associate Expenses or Harmonized Tariff Schedule (HTS) assessments to an Order, the COMP_RATE column is being shown with the wrong number of decimals digits.

The rate for Expenses and HTS assessments were created with four decimal places on the Database but the Expenses are shown with two decimal places and the HTS assessment have no decimal place.

The system options, MAX_QTY_PCT_DEC and MIN_QTY_PCT_DEC are both set to 4.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Ensure that the MAX_QTY_PCT_DEC and MIN_QTY_PCT_DEC in the SYSTEM_OPTIONS are set to 4.
2. Navigate to Order HTS task.
2a. Notice that the Rate field does not show any decimal places.
3. Navigate to Order Expenses task.
3a. Notice that the comp_rate shows only two decimal places.
