Planned Orders Not Created With Project Code (Doc ID 2614499.1)

Goal

After 12.2.8 upgrade (from 12.2.4), a planned order for a hard pegged item is created without a project code. The parent of this order is a soft pegged item and a firm planned order without a project. This worked before in 12.2.4

In 12.2.4
Item 1 in Org A is hard pegged demand with project number
Demand for Item 1 in Org B where item is soft pegged has level loaded planned orders that have no project number (they can only produce 5/wk)
This would create planned orders for the components of Item 1 in Org B which carried the project number from Original demand from Org A

In 12.2.8
Item 1 in Org A is hard pegged demand with project number
Demand for Item 1 in Org B where item is soft pegged has level loaded planned orders that have no project number (they can only produce 5/wk)
The planned orders for the components of Item 1 in Org B do not carry the Project number any longer.
