Symptoms

The location selection is disabled in Sales/Issues by location screen

Steps to recreate:
1. Click Tasks -> Items -> Manage Items
2. Enter item
3. Click Search
4. Click Item number link in results
5. Click More Actions -> Sales and Inventory -> Sales / Issues
6. Enter Store in Location Type drop down
7. Location field is inactive and greyed out.
