Algorithm C1-ACTPOSP cannot create contracts if running from new environment (no contracts existing)

The BO post-processing algorithm C1-ACTPOSP is plugged-in on our Account BO, and we expect that it would create a contract for the account, but it does not.

On the decompiled code, we see that the algo first retrieves the distinct contract types which it will then use to create the contracts. However, the query has a JOIN on the CI_SA table. This means that it expects to find at least one contract in the system. It should look at CI_SA_TYPE table instead of CI_SA table.

We are trying this on a new environment, so there are no transaction data (i.e. no contracts in the entire database). The query would then fail to retrieve any contract type configured in the system, and will fail to create a contract.
