Upper Case Delta in the File Name Gets Converted to Lower Case Delta (Doc ID 2615595.1)

Symptoms

Actual Behavior

Special character "Δ" (upper case delta) used in the file name is changed to "δ" (lower case delta) after uploading to the Attachment tab

Expected Behavior

Special character "Δ" used in the file name to show correctly even after uploading to the Attachment tab

Steps

1. Prepare a file that contains character "Δ" in the file name
2. Login to Web Client
3. Create an item, and go to Attachment tab, and add a file created in step 1
4. See the "Δ" in the filename shows as "δ"
