Cycle Policy Batch Crashing JVM When High Number of Plans Configured (Doc ID 2616134.1)

Symptoms

On : 11.2.0.12H version, General:

The Cycle Policy batch crashing the JVM with thread and heap dumps, when it is handling large number of plans.
The Cycle base code will generate java class and cache that object for subsequent threads usage (for other same transaction cases).
Since the activities associated with different planGuid’s (though some has same planname) it is generating new class, becasue it holds different planguid and previously cached entry would not match.

The expectation is to handle large number (20k) of plans.

Steps to replicate:
1. Run policy batch which has (20K) of plans associated.
2. Force the system to create as if they are new to system.
