Unable to Assign A Default Zone or Exclude Zone To User If Only a Single Control Zone Set is Defined (Doc ID 2616645.1)

Symptoms

On : 2.4.0.0.0 version, CA - Configuration Assistant

If there is only one row in the CONTROL_ZONE_SET table, you are unable to set the Default Zone or the Excluded Zone for any user.
If there is more than one row in the table, you are easily able to select a zone set for either (or both) Default Zones and Excluded Zones.

Both Zone selection boxes should behave the same regardless of how many rows are in the CONTROL_ZONE_SET table.


The issue can be reproduced at will with the following steps:
1. Clear out the CONTROL_ZONE_SET table.
2. Put exactly 1 row in it.
3. Launch Configuration Assistant
4. Edit a user
5. Select the zone in the Default Control Zone combo box.
Both the Default and Excluded zone combo boxes get cleared out
