Error 'Unable to connect to the database' Occurs for All Non-Admin Users When Logging in to P6 Professional Even Though the Database Configuration Is Successful

Information in this document applies to any platform.
After successfully upgrading a P6 EPPM database from version 7.0 to version 18.8 or later, only the default admin account is able to login to P6 Professional via the Windows Start menu (or a related shortcut). For all other users the following error occurs, even though the process to configure the database connection finishes successfully.
Unable to connect to the database. Please run the Database Configuration tool or contact your administrator.
All users are able to login to P6 Web.
New users created post-upgrade are able to login to P6 Professional; only existing users encounter the issue.
The issue can be reproduced at will with the following steps:
- Upgrade P6 EPPM and P6 Professional from 7.0 to 18.8 or later.
- Launch P6 Professional and attempt to login.
- Login fails with the reported error.
