How To Deliver Local Time With Zone Mark In Every Diameter Traffic For Time Model Evaluation Process (Doc ID 2617356.1)

Symptoms

In case of Time model evaluation, it is needed to deliver timestamp in local time (Client local time).
For Data traffic this is possible with a setting of 3GPP-MS-TimeZone Attribute-Value Pairs (AVP)  ( 23 ) in Service-Information.PS-information AVPGroup, but for other incoming Diameter data types (example.: Voice) there is no place to set up zone information, so(Elastic Charging Engine) ECE treat incoming traffic always as a UTC timestamp.

and Event-Timestamp set to:
