Unable to Attach SQL Server Database Due to Error 32 (Doc ID 2617513.1)

When attempting to attach a P6 database (.MDF and .LDF) to a new SQL Server with the attach wizard
the following error occurs.

Attach database failed for server . (Microsoft.SqlServer.Smo)
Additional Information:
An exception occurred while executing a Transact-SQL statement or batch.
The operating system returned the error '32(the process cannot access the file because it is being used by another process.)' while attempting 'FsFileheader::Open' on A file activation error occurred. The physical file name may be incorrect. Diagnose and correct additional erros, and retry the operation. Could not open new database ''. CREATE DATABASE is aborted. (Microsoft SQL Server, Error: 3634)

The issue can be reproduced at will with the following steps:
1. Log into SQL Server Management Studio
2. Right click databases and select Attach
3. Specify the data files and database target in the wizard, hit ok
4. See pop up error

The issue has the following business impact:
Due to this issue, users cannot attach the database.
