How was Case Priority set by a user at Case Revision 1? (Doc ID 2618344.1)

Some cases are having Audit Log Detail record showing its Case Priority was set from the beginning by a specific user instead of Case Priority task of AG-service when the case was created (Case Revision 1), Why?
