'Allocation Rule Cannot Be Saved' Message with 'Problem while Insertion' in Log (Doc ID 2618807.1)

Symptoms

When attempting to save an Allocation, the following error appears:

Allocation Rule Cannot be Saved



Additionally, the following error exists in one of the pftapp.log files after a series of inserts:

[21-03-19 10:31:55 AM] ~ DEBUG ~ PFT ~ Inside executeBulkInsert ::
[21-03-19 10:31:55 AM] ~ DEBUG ~ PFT ~ Connection got successfully for pft infodom:<INFODOM>
[21-03-19 10:31:55 AM] ~ DEBUG ~ PFT ~ Connection is NOT null
[21-03-19 10:31:55 AM] ~ DEBUG ~ PFT ~ Problem while Insertion

The error always appears when trying to insert into one of the definition tables: fsi_m_alloc_leaf_selection, fsi_m_allocation_rule, or fsi_m_alloc_details.
