Tier Balance Impacts Have No Reference to the Quantity Tiers (Doc ID 2619360.1)

Goal

The user is doing a design where to apply a cycle fee using the balance of a non-currency resource. Some customization has been performed in pre_rating to get the resource balance from the balance group and to populate that value in the QUANTITY of the rating flist. It is achievable to split rating based on quantity ties, but the balance impact has no reference to the tier from which the charge was applied.

For example, the following are the tiers:
0-10:     $5
10-999: $3

If the total resource count to be rated is 12,
1st tier will charge 10 * $5 = $50
2nd tier will charge 2 * $3 = $6.

So the balance impact created has the respective quantity and the charge applied, but it does not have reference of the original tier in any way.

How to have the balance impacts to have a reference to the tier?
