Pricingeventprocess.ksh Creates PRICE_HIST records with UNIT_COST as NULL (Doc ID 2620077.1)

Symptoms

When a price change is created in RMS via the pricingeventprocess.ksh process, the resulting TRAN_TYPE = '4' PRICE_HIST record has a NULL value in the PRICE_HIST.UNIT_COST field.

Steps to reproduce:
-------------------
1. Create a price change using pricingeventprocess.ksh.
2. Note that the PRICE_HIST record created for TRAN_TYPE 4 records will have UNIT_COST populated as null.
