ACP Import For Criteria Returns Error "LIST XXXX DOES NOT EXIST IN THE CACHE" (Doc ID 2620244.1)

Symptoms

Error

import.log
Error Context:
Unable to update the "Affected Items.Order Fulfilment Doc Type In
[Documents]Business Qualification|Audit Report" row of the Condition table
for the configuration object.
Unable to resolve the criteria condition value "[Documents]Business
Qualification|Audit Report" for use with the criteria condition attribute
"Order Fulfilment Doc Type".
Unable to resolve the list entry named "[Documents]Business
Qualification|Audit Report".

Error Cause:
List with the name "Business Qualification|Audit Report" does not exist in
the cache. It may have been deleted already. (MSGID = 20126)

Actual Behavior

ACP import with Criteria only. Some criterias returns above errors. But there are following cascade lists in target instance

Expected Behavior

ACP import with Criteria only. All criterias are imported successfuly

The issue can be reproduced at will with the following steps:

  1.  ACP import with Criteria only
