Redirect Url Based On Usage Request Field Is Not Working (Doc ID 2620362.1)

Symptoms

On : 11.3.0.9.0 version, Rating business logic

When user trying to derive different URL based on the usage request payload field. This configuration is throwing error during usage processing.
Multiple options tried and all the time if the usage request field is used then it is throwing error. Without usage request field condition, the rule is working properly.
