Prefix 'UTF-8' Is Inserted in the Notebook Topic Description Using P6 Web Services (Doc ID 2621162.1)

When using P6 Web Services to create Notebook Topics, UTF-8 is prefixed to the string. This issue only occurs when using SQL Server.

1. Run code like the following:
    List<ProjectNote> projectNotes = new ArrayList<>();

2. Query the WBSMEMO table and the wbs_memo field appears with 'UTF-8' appended (e.g. "UTF-8Planning").

3. Login to P6 and the string also appears with 'UTF-8' prefixed to the notebook description.
