MDS Load with Forecast Explosion OR Copy/Merge Forecast with Explosion Fails with Error - mrlgjda_local_get_julian_date failed due to ORA-01841

Symptoms
On : 12.1.x or 12.2.X version, Forecast
When attempting to run Oracle planning forecast explosion, it results in failure,
the following error occurs.
ERROR
Cause: mrlgjda_local_get_julian_date failed due to ORA-01841: (full) year must be between -4713 and +9999, and not be 0
STEPS
The issue can be reproduced at will with the following steps:
1. /Edit / Preferences / Profile - Set profile MRP: debug mode - Yes at user level
2. Material Planner / MDS / Names - Load/Copy/Merge - pick MDS name t and parameters to include Explode - Yes and launch request
OR Forecast / Copy - Pick forecast and parameters to include Explode - Yes and launch request
3. Log file shows error
