Quantity Tier for Discount Rule Does Not Get Evaluated Resulting in Wrong Discount Impacts. (Doc ID 2621825.1)

Goal

Business requirement:
There is a restriction of total data customer can use in EU(European Union) countries at a discounted cost every month,
Post this discounted cost, customer session will be redirected to a page where he can choose to continue browsing at non-discounted cost.

Issue:
For example customer has 3 MB of EU free/discounted data available, so in the session ECE(Elastic Charging Engine) grants 3MB(Mega Byte) initially for usage,
Post consumption of this 3 MB data, his sessions are redirected to the page, where he selects to continue browsing at non-discounted cost (top-up is purchased with xyzflag (resource))

As it is the cumulative mode of rating, continued non-discounted sessions should only to be charged each time when CCR(Credit-Control-Request) are triggered, leaving the available EU Data (3MB) discounted, so to achieve this, configured quality tier in the discount rate tier,

i.e. quantity tier (0 - bal(EUMB)) to be discounted and remaining shall not be with any discounts.

As per the suggestion the discounting mode was changed from Sequential to Cascade

Test case:
Customer with Unlimited plan
EUMB available: 10mb
SLR(Supported Sy Spending-Limit-Request)
CCR-I
CCR-U (GSU:10mb, XXX&Redirect)
CCR-U (USU:10mb, GSU:none, Redirect)

Customer purchases XYZ Topup.
RAR
CCR-U (GSU:10mb)
CCR-U (USU:10mb, GSU:10mb)

So in case the first 10mb to be Charged/Discounted as per UnlimitedPlan and the next 10mb to be charged as per XYZ rates.
However, in the ECE balances, entire 20mb is impacting EUMB leading to positive buckets.

How to fix this issue?
