Scheduler Batch Has Severly Impacted Perfromance Without com.ouaf.batch.jvmoptions Config Value (Doc ID 2622017.1)

Symptoms

Scheduler batch performance is so poor that it has essentially stopped working.

From a functional perspective:

- No dispatching/dripping activities
- No estimated arrival time updates shown on the gantt (most tasks sliding to the left of the current time)
- Average Cycle Time has been steadily increasing, currently at 279k ms

Earlier this morning, the logs included ongoing errors due to, 'All connections in the Universal Connection Pool are in use'. hibernate.ucp.max_size was changed from 50 to 100 and the system was restarted. The most recent logs do not show any UCP errors but the issue remains.
