Symptoms

On : 2.8.0.0.0 version, ENV - Environment

Unable to update Bill Group Person and Bill Group Account

Using the Healthcare Inbound Message, an error is encountered whenever we try to update the Bill Group Person or Account (e.g. its address or characteristics).

Steps to replicate (see attached document):
1. Send a Healthcare Inbound Message request. The request should create the Parent Group with its Policy and Plan, and 1 Bill Group Person and its Account.
2. Send a Healthcare Inbound Message to update the Bill Group Person's Address. An error is encountered.
3. Send a Healthcare Inbound Message to update the Bill Group Account's Address. An error is encountered.

The system sees the "update" Inbound Message request as an attempt to create a new Bill Group. However, since the account primary identifier is already existing, it throws an error.
