When attempting to send a change commit record to next step in the workflow, user receives the message below.  The change commit record is attempting to reduce the value of the commit on the Schedule of Value (SOV).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login Unifier
2. Navigate to and open problem change commit record
3. Attempt to send change commit to next step.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user cannot send the change commit record to the next step.
