POSUPLD creates unexpected markdown transactions for promotional packitem sales which then shows incorrect end of period retail for items for retail-based reports.

Steps to Reproduce
1. Set up a simple packitem with 10 units of the component item.
2. Set up the regular price for the packitem to be equal to the component's total retail.
3. Approve a simple promotion on the packitem, effective next day.
4. Next day, process a sale for the packitem.
5. Observe the following:
  5a. Tran_data records are produced
  5b. The tran_code 15 accounts for the discount
  5c. The tran_code 1 accounts for the total retail for the sale as expected
  5d. There is a tran_code 13 which is also produced that marks down the inventory further than expected.
