Item Template Upload Is Not Containing the Update Action for Item VAT (Doc ID 2625123.1)

Goal

As per the current business process , Complex pack items are received from external systems into SVC staging tables and users will do the required modifications manually and upload it into RMS using 'Upload Items from File' option .
While uploading, there is no UPDATE option for item_VAT tab and  cannot be used the create option as the Item_VAT details are already existing in the SVC staging table.

Is this the expected functionality for Retail Merchandising System (RMS)?
