Goal

When allocating an activity on hold, the IE browser locks up and no message states the activity is on hold.  

When manually allocating an order that's on hold, the cursor spins and then stops. It doesn't display an error that an on hold order cannot be allocated so the user doesn't know why the order didn't allocate.
