Billing and Invoicing Performance Issue (Doc ID 2625960.1)

Symptoms

The user had performance issues with Billing and Revenue Management (BRM) in production with extreme slowness during billing and invoicing processes.

Billing
Billing started at : 06-Nov at 19.30PM 
Completed at : 07-Nov 08:30 AM

During this, it billed:
200K accounts in first 30 mins, i.e. from 19.30 --> 20:00 .
30K accounts in next 3 hours , i.e. from 20:00 -->23:00
275K accounts in next 9 and half hours i.e. from 23:00 --> 08:30 (on 07-Nov.)


For invoicing:
First run : 07-Nov : 11:55 CET to 13:20 --> processed 25K invoices.
Second run : 07-Nov : 14:53 CET to 15:25 --> processed 1 invoice.

It was expected to generate around 250K invoices during this run.

During billing process, the Automatic Workload Reports (AWR) during this performance issue show an unusually high wait events on cursor: mutex X / cursor: mutex s as below.
