Installing InForm 4.6.5.1 on 64-bit Windows Fails with 'Error replacing AdminDB' (Doc ID 2626751.1)

Symptoms

This issue was seen for for an on-premise customer installation.

Attempting to install Inform 4.6.5.1 on 64-bit Windows 2016, the following error is seen:
'Error replacing AdminDB'


This is a fresh installation on a new server and new database instance, the 'Prep Oracle' and 'Install Admin DB' options were both selected on the Install wizard.

All the pre-requisite requirements outlined in the Release Notes document are in place:

Oracle Life Sciences InForm 4.6.5 Release Notes (Doc ID 2012800.1)

This InForm software can be installed successfully on other similar Windows servers.
