Unable to Upgrade the rules from 10.4 to 12.2

STEP:

1. Did the rules upgrade from 10.4 to 12.2.14
2. opened the rules in the new environment
3.getting below error ""<> is not available here. You may need to use an entity function to refer to <>. (OPA-E00209)""
