Unable to Use Some Special Characters in the Password Field Due to XSSParameterValidation After Upgrading to Version 11.3.1 (Doc ID 2627819.1)

Issue Statement:

After upgrading to Version 11.3.1, when user submits the login forms containing some special character eg:"%" in the password field, they are redirected to HTTP 403 Forbidden Error Page.

The issue can be reproduced at will with the following steps:
1. Access the Login page of the application
2. Provide a valid username and submit the login form containing "%" character in the password field
3. The User is redirected to the 403 Forbidden Error page.

The following error statement is logged in the server logs.
