Unable to Use Some Special Characters in the Email or Password Field after Upgrading to 11.3.1 Version (Doc ID 2627819.1)

After upgrading to Version 11.3.1, when submitting the login forms (Email or Password) containing some special character eg:"%", users are redirected to HTTP 403 Forbidden Error Page.

Reproducible Steps:
1. Access the Login page of the application
2. Submit the login form containing "%" character in the field
3. The User is redirected to the 403 Forbidden Error page.

The following error statement is logged in the server log.
