APIs Failing With DenyPluginException: Application Quota Limit Exceeded On One Of The NT Servers After DB Failover (Doc ID 2628290.1)

Symptoms

In a 4AT*4NT domain, DB Failover Performance test is tailored like below:


1. 30 min ramp up of traffic from 0 to 420 TPS and then 15 min stablization at 420
2. Perform DB failover with traffic still coming in at 420 (to simulate failover from Master to DR)
3. The System is expected to drop/fail traffic during the DB failover and then slowly regain and attain 420 for 30 min and then 15 min stabilization
4. Repeat #2 & # 3, this time (to simulate failover from DR to Master)
5. Ramp down

While run this test around 5 times now,  got API failures for Px21 SMS API from the time #2 until #5. The error is "com.bea.wlcp.wlng.api.plugin.DenyPluginException: Application quota limit exceeded" on one of the NT servers. The quota is set to 2147483647 which is not possible to be exceeded.
After #4, NT4 is showing DenyPluginException whereas NT1, NT2, NT3 were all returning success response.
