Threshold Notification Not Triggered on Main Service When Usages Are Done by Subscription Group Member (Doc ID 2630686.1)

A supplementary service is created on the primary service by having the subscription POID of supplementary equal to the service POID of the main service.
The balance group is the same for both the services.
The Credit Threshold is set for primary on Non-currency resource as fixedCreditThresholds=[-1310720.0, -204800.0]
The bill debit is done on Non-currency resource that only 40MB is remaining to breach fixedCreditThresholds = -1310720.0
The usages are done from:
1)  Primary Service
     The notification is received for Primary Service. This is working as expected.
2)  Supplementary Service
     The 40 MB usage is consumed in 10MB, 10MB, 15MB, 5MB manner.

Actual Behaviour:
Received the notification for only Supplementary Service

Expected Behaviour:
The Notification should come for primary service as primary service is the owner of the resource.

To conclude, one is getting notification only for the service through which one that is making the usages.
