After DDService Restart, SCADA Summary Shows Incorrect SCADA and System Times on Status Points (Doc ID 2631438.1)

After a DDService restart, the SCADA Summary shows incorrect SCADA and System Times on device status points.

If the SCADA time in the digital_measurements table is null - then both the SCADA and System times are displayed as the time of the DDService restart.
If the SCADA time is populated, then the SCADA time seems to be displayed correctly, but the System time is displayed as the time of the DDService restart (it does not seem to matter if the system time is populated in the digital measurements table).

If UpdateDDS -recacheMeasures is executed, the times are then populated correctly.

Expected that the System time and SCADA time should be showing null if that is what is listed in the database for that point.

The issue can be reproduced at will with the following steps:
1. Restart DDService
2. Log in and bring up the SCADA summary
3. Add the SYSTEM time and SCADA time columns
3. Review the entries for the digital_measurements. These show the time that DDService was started
4. Run "UpdateDDS -recacheMeasures"
5. Refresh SCADA summary and see that the above columns are now blank where those entries in the database are null.
