Balance Migration Fails When Valid_from is in Future (Doc ID 2634200.1)

Symptoms

Balance migration is throwing error when the valid_from is having a future date as a part of deploy_ece stage of CMT (Conversion Manager Tool) execution.

Steps to reproduce:

  1. Plan consists of:

    /service/ip product with CF (cycle forward) event, which grants following:
    -1000 Free Seconds (1000095), from - Relative 1 Day, To - Relative 1 Month
    -2000 Free Seconds (1000095), from - Relative 1 Month, To - Relative 2 Months

  2. Dec 2 : Create account with the plan created above
  3. Now run PCM_OP_BILL_DEBIT with 300 seconds, with below flist:
