REL Daemon is not Processing All the Files Immediately

Symptoms
In a setup with Elastic Charging Engine (ECE) and Billing and Revenue Management (BRM), it was observed that REL (Rated Event Loader) daemon is not processing all the files moved to .out.bc immediately. Even after stopping the rating in ECE and not having any new output files generated for over an hour, it was seen that the last many *.bc files were waiting and not being processed by REL daemon until new .bc files came in. So as a workaround, user is passing a new usage which will create new out file, then REL will pick all old .bc files.
Scenario:
- Stop the REL daemon
- Cleanup or rename the existing *.tmp ,*.bc files from ECE CDR (Call Detail Record) input directory
- Start the REL daemon
- Push many ECE CDR files, both smaller and bigger
- Stop the REL daemon
- Look at the REL log for proper processing of files and also for 'Graceful Shutdown' message
- Look at the input directory for any *.bc,*.tmp files
- Start REL daemon and verify whether it processes those leftover *.bc files along with new rated CDR files
