EBS: PS: Duration for Work Order Operation Does Not Match Between EBS and PS (Doc ID 2634335.1)

Symptoms

Client has a work order 123 for item ABC for 2000 quantity. This item has an operation with one resource scheduled. In EBS, this resource is taking .001406 per item. So for 2000 items, this will be around 2.8 hours. But in PS, this operation is taking around 4.75 hours.  Client states that he is seeing this discrepancy for random work orders and not all.

EXPECTED BEHAVIOR

The operation in EBS and PS should take approximately the same amount of time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open PS Model
2. Compare the duration for PS and EBS.
