User Gets Different View when Logged into JET UI for OHI 3.18.3 versus OHI 3.19.1

A user with same level of access gets a completely different view when logged into JET UI for OHI 3.18.3 verses OHI 3.19.1.
It is understood that to have JET UI access users should have 'ALL_API_ACCESS_ROLE' user role provisioned. In this case user has access to following user roles in OHI 3.18 and OHI 3.19:
But when logged into JET UI, for 126.96.36.199.15, users can see Claims, Operations & Configuration Menus however, for 188.8.131.52.1, only Claims page is visible but no options to search any claims.
The issue can be reproduced at will with the following steps:
