Planned Order For Make Item Firmed To A Different Source Org. Planned Orders Missing In Source Org (Doc ID 2635708.1)

In the ASCP workbench, we 'firm' a planned order for a Make Item in org AA, and set the Source Org field to a different org BB.
The Make item's active sourcing rule has two options:
1. Make At AA , allocation 100, Rank 1.
2. Transfer From BB, allocation 100, Rank 2.
When ASCP collections and netting completes, ASCP workbench shows Demand for the Make Item in the Source Org BB. But, ASCP fails to generate a planned order to satisfy the demand. There is no other supply for the Make Item in the Source org BB - no onhand units, no open WIP jobs, no purchases etc.. The Make item has a valid BOM and Routing in org BB. The Make Item has no sourcing rule assigned in BB org, and it is set up as a Make item in the item master in all orgs including BB.

Other notes:
We use project manufacturing and the Make Item in question is set up as Hard Pegged in the item master in all orgs. The ASCP is set up as unconstrained.
